Representative Jane Harman, Democrat of California that has in the past been criticized by liberals for her approval of the Iraq War, is leaving Congress to become president of the Woodrow Wilson International Center for Scholars.
The Democrat's seat, which is in a leftist district of Los Angeles County, is supposed to be filled by a special election.
