Santorum and Title 10

By Douglas V. Gibbs

Washington is about wheelin' and dealin'.  Rather than for legislation to stand alone, and be voted on as is, to buy votes amendments are made, side issues are squeezed in, and earmarks reign galore. Often, what happens, is to get what one wants, one must vote for bills containing things one might not want.  Such is the case for Santorum, and Title X.

One of the reasons it is so difficult for members of Congress to run for president is they vote, and their voting record is available for all to see. Political opponents can be unscrupulous, and will do anything to expose the flaws of their opponents, even if the flaws may not exist in the manner presented. Perception is everything, accusations often hold as much perceived viability as the truth, and the candidates willing to use such strategies knows it.

Santorum, voting for legislation containing items he agreed with, in order to get into place policies he agreed on, voted for legislation that also contained items he did not agree with. For that, as the truth of his voting record was exposed in a debate, the audience booed Rick Santorum for it after Mitt Romney revealed that Santorum voted for bills containing Title X.

Title X is an unconstitutional federal grant program that provides funding for "providing comprehensive family planning and other related preventive health services to individuals." In other words, the contraceptives Santorum has railed against, and abortion which all conservatives rail against.

Rick Santorum says he has a moral objection to it, however that he still voted for it in order to get through the parts of the legislation he agreed with.

Personally, I don't like the Congressional practice that inserts various issues into legislation not meant to carry them. However, I understand Santorum's argument that his votes were not for Title X, but for the parts of the legislation he felt needed to be put into law.

I also find it interesting that the guy who used to be pro-abortion, Romney, is slamming Santorum over Title X.
