Who Determines Presidential Eligibility?

The U.S. Attorney representing the United States in our lawsuit against Kamala Harris says that our lawsuit is no good because the courts don't have jurisdiction...they say that Congress has the job to handle eligibility.  Except, that's wrong.  So, if the courts and Congress have no authority to determine if a candidate for President or Vice President is eligible for office, then whose job is it?
