The Founding Fathers divided government power as much as possible. Anytime power is too consolidated, the potential for the rise of tyranny is realized. This was one of the reasons the founders wrote the Constitution in the manner they did. . .to limit the federal government to only those authorities necessary to form a more perfect union.
