Temecula Constitution Class Tackles Immigration Issue

Article I, Section 8, Clause 4 grants to Congress the power to establish a uniform rule of naturalization.  This is the basis for the federal government believing it has sole authority over immigration.  However, naturalization is not immigration.  Naturalization is a function that grants citizenship for an immigrant after they have immigrated to this country legally.

The Constitution is clear that not only does the States have the authority to enforce immigration laws, but the federal government failing to do their part is unconstitutional.

What does the Constitution say about who has what powers, the borders, and who can do what in regards to immigration?
