Gibbs KMET 1490-AM Saturdays at 1:00 pm Pacific In 2010 the California Primary rules were changed to a Top Two Candidate Open Primary system.  In the 2016 election, that system led to two Democrats on the ballot in many races, including the race for Senate, during the general election.  Conservatives have argued that if we are going to have any chance of breaking the Democrat Party grip on our legislature, it must begin by changing the devastating top two candidates primary system.
