Like the Soviet Union, Russia plans to take over nations with a whimper, not an explosion. In other words, they plant secession fervor, and then use the call as an excuse to go in. . . as they did in South Ossetia, and as they did in Crimea.
The Russians have learned that the way to do it is to get the targets to raise the Russian flag themselves.
In eastern Ukraine, the process has begun.
The protests have begun, and Vladimir Putin is watching. In the city of Donetsk, in eastern Ukraine, hundreds of demonstrators gathered calling for Russia to send in their troops. Eastern Ukraine, they cried, is an independent republic, and they want to join Russia.

The same thing played out in two other cities in eastern Ukraine, as well. The protesters demanded that their part of Ukraine secede from Ukraine, and join the rising Russian Empire.
