Health Care Public Option Already Exists

By Douglas V. Gibbs

The Democrats tell horror stories of poor, helpless souls who are unable to afford health insurance, and are turned away from receiving any health care. They fail to tell you how small of a number that truly is. They desire to tear down our entire health system, the one that people come to from around the world for better care, so that a minority few can suckle from the federal teat.

The Left also fails to tell you that they are lying every time they complain that we need a public option - because the public option already exists.

Article I, Section 8 of the U.S. Constitution enumerates the powers given to the federal government. The tenth amendment states that if an issue is not specifically under the authority of the federal government as enumerated by the U.S. Constitution, it is a state issue. In other words, unless health care is listed in Article I, Section 8 of the U.S. Constitution, or unless the federal government has been granted permission by an amendment that was ratified by three-quarters of the states, a federal mandate of health care (or any involvement in the health care system, for that matter) by the federal government is unconstitutional.

And the liberal cries, "But what about those poor people without health insurance? We must make a public option available to them in order to be fair, and compassionate, towards those poor folks."

The great lie is that the public option already exists, but no one is willing to talk about it, including Republicans.

As I said earlier, it is unconstitutional for the federal government to propose any kind of health care mandate. However, it is perfectly fine for the states to do so. In fact, states do. In California, for example, it is called "Medi-Cal."

Though I am not a big fan of even the state government having too much control over the health care industry, I do believe it is perfectly fine for a public option, sponsored by the local state government, to be available for people in the most extreme circumstances. I believe such programs should be temporary, though there are some circumstances where the most extreme chain of events may warrant permanent use by a citizen, such as in cases of severe disabilities.

A couple years ago my son found himself in a situation where he needed to take advantage of the Medi-Cal system. After leaving his construction job, and getting hired by a major grocery warehouse corporation, he discovered he had testicular cancer. The six month probationary period with his new employer left him without insurance for the time being, and the rapid growth of the cancer was not something he wished to put off taking care of for any length of time.

The wait in the county hospital emergency room lasted hours, and the doctors were not as efficient, or easy to work with, as was the health care professionals in private hospitals. Nonetheless, despite the care being at a level lower than we were used to, the cancer was removed, the follow-up tests were provided, and my son is now no longer a cancer sufferer.

He is now a cancer survivor.

This opportunity to live was provided by a public option run by the State of California. The care was less than great, as would be expected from doctors underpaid by government bureaucrats, but it did the job, and is a perfectly constitutional program.

So when the Obama Administration, or Congressional Democrats, proclaim the need for us to have a public option, I chuckle. They are lying, and they know it. The public option exists, but through the states.

The U.S. Constitution was written to limit the powers of the federal government, and gave us, the people, the power to make sure it stays that way. So continue to attend the Tea Parties, continue to speak up at the Town Hall meetings, and bring to everyone's attention that when the Democrats say we need a public option that doesn't currently exist they are lying.

They lie because health care is not the real reason for their push for a federal public option. In fact, none of the "good intentions" they tell us are the real reason they do anything that they do. In the end, the leftists are big government statists who believe the federal government is the solution to all problems, if only the American People would be willing to forfeit liberty and choice, and submit to the slavery of "federal" control.
