You hit the nail on the head. I believe the object of the game is to spend the possibly limited days in the White House, traveling to see the beautiful & exotic places in this country & on earth. That is, just in case time runs out next Nov 6th. If they lose the White House, and it's very likely they could, it wouldn't be as much fun anymore. So they will spend, spend now, whether or not the country can afford it!
