Congress Leaves out parts of Article IV and V in Reading Constitution on House Floor

A reader of Political Pistachio Emailed me asking if I was aware that the 112th Congress, in its reading of the Constitution, left out Article IV, Section 4, and the first half of Article V.

I was not aware. I am not sure if they did this on purpose, or if they accidentally screwed it up. I am figuring the latter, since the federal government has shown many times how easily they can screw up even the simplest tasks.
