Though the federal government has no authority to regulate drugs as per the express powers granted to the federal government, the States can. The States can also legalize drugs, if the people so desire. I don't recommend it, but as per the 10th Amendment, if an issue is not granted to the federal government, and not prohibited to the States, it is a State issue.
In California, the State has legalized Medical Marijuana. However, Los Angeles does not agree, and is shutting down the various labs throughout the city. Despite the legalization by the State, the city has the right to disallow such establishments in their city.
My buddy Loki says what L.A. is doing is the power of the people in action.
I call it a wise decision by Los Angeles.
