Who is al Qaeda, which effectively means he's no American. But then the effect of four separate Regime apparatchiks leaking this information effectively removes the need to make this "tough call," since the jihadist in question has been tipped off and is already in hiding. Which was the whole point of the leaks. Which means the White House most likely authorized them.
A remarkable progression when paired with stories like this one, huh?
