Overtly? Not yet. But effectively, after this.....

Trying to understand, in so far as psychologically possible, empathize with their perspective and point of view. Helping to define the problems, determine the solutions. That is what we believe in the 21st century will change — change the prospects for peace.”
....absolutely. She just doesn't realize it yet. She doesn't realize that another generation has now learned the hard way that "smart power" is NO power, that "peace and security" come out of the barrel of the biggest gun, that our enemies are our enemies, and "empathizing" with them is tantamount to surrendering to them, because they never make any attempt to "empathize" with us, and as long as we adhere to this white-flag ethos, they will never have any reason to do so.
It's fantasy versus reality. Or, in Star Trek terms, the Federation versus the Mirror Universe. Animals like Hillary Clinton make foreign policy complex where it's simple and oversimplify it where it's complex. We have enemies; those enemies can be deterred from threatening the Western-administered global order with sufficient military strength and the resolve to use it where and how necessary. If we do not, the global order destabilizes, chaos ensues, and war on our enemies' terms becomes much more likely. That's the lesson of the past six years.
"Smart power" means war and defeat. "Peace through strength" means peace and security. Yet another generation of Americans has learned that the hard way - and the price of that lesson has yet to be fully paid. The only people incapable of learning that lesson are "the smartest people on Earth".
There's a lesson in that equation as well, for all who are willing to learn it.
