What if 2020 Election Fraud is Proven? Who is President?

Mr. Gibbs: Greetings and salutations! First please allow me to thank you for all that you do, for that I am truly grateful. I recently came across an article that seriously caught my attention, and as such, I would like to garner your opinion on that article's content. Seems like a simple and reasonable approach to me; however, I am not sure that the said approach would actually work as stated within the real world. The article is entitled: "Decertifying 2020 – Right the Wrong"; is written by: Lex Greene ( a pen name); and was published: June 18th, 2021. My Answer:

The article you sent me is pretty sound.  The only difficulty is that once we know there was fraud and the proper number of electoral votes are removed from Biden, there is no way to be absolutely positive (from a legal standpoint) that those same electoral votes should have been awarded to Trump.  Therefore, what happens is a situation where nobody has the minimum number of electoral votes required.  Therefore, the next process would involve the 12th Amendment's clause that states, "if no person have such majority, then from the persons having the highest numbers not exceeding three on the list of those voted for as President, the House of Representatives shall choose immediately, by ballot, the President.  But in choosing the President, the votes shall be taken by states, the representation from each state having one vote.  A quorum for this purpose shall consist of a member or members from two-thirds of the states, and a majority of all the states shall be necessary to a choice."

Thank you Douglas. Another potential that has been raised is the role of the Military, and this is what has been going around. If the civilian government is incapacitated, then the Military steps in and in the name of National Security,runs the government until a new civilian government can be elected. Perhaps that election refers to what the House might do per the Constitution?
