The federal government, through the Government Accountability Office (GAO), conducts operations with undercover agents to find out the truth. The Red Team operations does not notify agencies in advance about the testing. Recently, they used counterfeit documents and posed as employees of a company with a Nuclear Regulatory Commission license, to see if they could successfully cross the United States borders with the type of radioactive materials that could be used to make a dirty bomb.
The undercover agents successfully smuggled the radioactive material into the United States.
Secretary Napolitano has never commented on the operations, and as a matter of fact, most members of the Obama Administration never mention these tests.
Officials from the Government Accountability Office have testified before members of the U.S. Congress that on at least three separate occasions, in order to describe security vulnerabilities that terrorists could exploit to enter the country, they have been conducting these operations. Yet, even with reports of border security deficiencies, President Barack Obama has failed to significantly increase the number of Border Patrol agents, and instead has taken actions to retard their abilities to defend the border.
Article IV, Section 4 of the United States Constitution tasks the federal government with protecting each of the States from invasion. One may consider the influx of illegal aliens into this country to be an invasion, but the government does not agree. What about radioactive material coming in with those illegal aliens? Would they consider that an invasion?
And more importantly, why would the Obama Administration, and more specifically, Janet Napolitano, ignore the findings of the GAO's operations?
When a report obtained by the Terrorism Committee of the National Association of Chiefs of Police showed that the GAO's efforts focused on covert testing at ports of entry -- the air, sea, and land locations where international travelers can legally enter the United States, and the security of this nation failed, nothing was said about it by the administration.
The GAO also focused on limited security assessments of unmanned and unmonitored border areas between land ports of entry. The results of covert testing and assessment work found that these regions do not maintain a manned presence 24 hours per day and there is no apparent monitoring equipment in place. The tests found that at these locations, not only are the borders porous to illegal aliens and terrorists, but that a number of border security vulnerabilities exist that include the ability to bring into this country weapons of mass destruction and other contraband.
In operations at manned locations, the GAO even found that government inspectors accepted oral assertions and counterfeit identification provided as proof of U.S. citizenship and allowed the undercover agents to enter the country unabated. In total, undercover investigators made 42 crossings with a 93 percent success rate. On several occasions, while entering by foot from Mexico and by boat from Canada, covert investigators were not even asked to show identification.
At a border crossing in Texas an undercover investigator attempted to show a Customs and Border Protection (CBP) officer his counterfeit driver's license, but the officer said, "That's fine, you can go" without looking at it.
Conclusion? Terrorists can use counterfeit identification to pass through most of the tested ports of entry with little chance of being detected.
In fact, a few years ago a San Diego publication indicated that in the areas near the San Ysidro border crossing one in three illegal aliens crossing into America are of Middle Eastern descent.
The federal government has been chasing shoes, nuns, and little children at the airports through invasive TSA tactics, instead of using common sense to stop the enemy from just walking right in . . . possibly with radioactive materials.
And ignoring the evidence.
As a result, the Obama Administration is failing to obey the U.S. Constitution by failing to take action to protect the States from invasion - and failure to comply could result in an attack worse than 9/11.
