The Speaker's calculation? As I observed yesterday, the only way Red Barry possibly loses from unilaterally rattling his kazoo at Boy Assad for a day or two is if that triggers, oh, you name it - a regional war, massive jihadi reprisals against American and Western targets in the Middle East and/or here. By going back to his strength - domestic propaganda - and passing the buck to Congress, O guarantees that no matter how they vote, he'll end up smelling like a rose at the GOP's expense, since he's going to give the Killer Opthamologist a hotfoot regardless. Boehner knows this as well and is picking what he sees as the least awful alternative. It's not the principled or patriotic choice, but I can see why he's making it.
There is an additional consideration, though; if Operation "Don't Mock Me" does provoke a big enough retaliatory terrorist attack or attacks to penetrate the American public's decadent, mall-walking obtusity, that will inevitably generate the same sort of "rally 'round the flag" effect that 9/11 did. That's doubtless another reason why O is pursing this course, and Boehner can see that as well. He knows The Dictator is languidly wagging the dog, but he doesn't want to wind up on the wrong side of another 90+% presidential approval rating with the '14 midterms coming over the horizon.
Again, not principled or patriotic, but a canny recognition of the "wrenchingly transformed" Obamerikan politicocultural landscape. Probably explains that pink tie, too.
